Article 1
In 2013, the Croatian National Tourist Board will carry out advertising on the Belgian market.
Advertising campaign includes
outdoor, radio and press and will be carried out in the period from 28/02/2013 till 29/03/2013.
Article 2
Croatian National Tourist Board determines that the total gross amount for advertising in 2013 shall be HRK 855.000,00 including VAT which will be distributed based on this tender.
Applicable exchange rate: 1 EUR = 7,60 HRK.
Production / adaptation costs, agency fee and similar must be included within the budget and separately indicated.
Article 3
Media Plan should consider the following key target:
- age: 25-70, of either sex
- minimum secondary school education or higher
- families with children, couples without children (DINKS, double income no kids), seniors (according to the criteria stated in the point 1), singles
- persons with regular income in all categories
- persons travelling at least once a year
- priority is given to the people travelling two or more times a year
- with national average income or higher for all categories
and respecting the strategic goals of the Croatian tourism:
- increase of the number of arrivals in pre and post season period to Croatia (until 30 June and after 7 September)
- increase of the number of arrivals to continental regions of Croatia
Offers for each media segment must be delivered separately.
Article 4
Media plan proposal for
OUTDOOR advertising must include: qualitative coverage of Brussels and the northern part of the country (Gent and Antwerp) with focus on Brussels. Creation, production and media should be included.
Media performances before and after campaign detailing:
- Reach 1+ for target group
- Reach 5+ for target group
- Total GRP
- Location and number of billboards
- Post-buy analysis should be included in the offer, must be provided (no extra cost) after the campaign has been completed and supplied with final invoice.
Budget: HRK 403.750,00
Article 5
Media plan proposal for
RADIO advertising must include following criteria: Focus on Northern part of the country and on radio stations broadcasted on national (Flemish) level.
Spot preparation and recording shall be included in the budget. Media performances before and after campaign detailing:
- Reach 1+ for target group
- Reach 5+ for target group
- Total GRP
- Media plan – radio station(s)
- Post-buy analysis should be included in the offer, must be provided (no extra cost) after the campaign has been completed be supplied with final invoice.
Budget: HRK 66.500,00
Article 6
Media plan proposal for
PRESS advertising must include following criteria and media with focus on the northern part of the country, minimum format is 1/4 of the full 1/1 page:
Specialized press:
- Kampeertoerist, Kampeerwereld, Varen
- edititions of belgian automobile clubs (VAB magazine, Touring Explorer)
Professional magazines:
- Travel Magazine and FBAA magazine (Federation of belgian bus companies)
General press:
Media performances before and after campaign detailing:
- Reach 1+ for target group
- Reach 5+ for target group
- Total GRP
- Media plan
- Post-buy analysis should be included in the offer, must be provided (no extra cost) after the campaign has been completed and must be supplied with final invoice.
Budget: HRK 384.750,00
Article 7
Each offer must be made within the above mentioned budgets, media and period. Offers sent with mention of different budget, period, media and indicators shall not be considered.
Article 8
All offers have to be delivered to the Croatian National Tourist Office in Brussels at the latest by
21/01/2013 before 04.00 pm to the following address:

Applications received after this period shall net be considered.
Croatian National Tourist Board Head Office and Croatian National Tourist Office in Brussels invite tender for media on the web page of the Croatian National Tourism Board www.croatia.hr.
Applicants will be informed in written following the appointment of an agency.
Article 9
The Croatian National Tourist Board shall pay the funds from the advertising agreement to the appointed agency based on an invoice issued by the advertising agency with the details of actual advertising costs after the campaign is finished. The invoice shall include complete and accurate documentation.
Complete and accurate documentation implies:
- A signed agreement whose mandatory part is an agreed media plan containing the details of advertisements.
- Photo documentation for advertising by means of the posters in accordance with the media plan, together with a submitted list of the locations of the posters.
- Original copies of the published adverts in the print media in accordance with the media plan
- Computer print outs and audio-video recordings on CD or DVD for TV and radio advertising in accordance with the media plan, together with an attached list of transmitted spots certified by the TV or radio stations. Recording costs of every commercial can be considered apart from these budgets. An estimate will be sent and approved by CNTO before realization.
The Croatian National Tourist Board will not assume the obligation of paying issued invoices according to the advertising agreement which are not compliant with the above listed criteria and documentation.
